来源存在，不等于可以进入分数

DegreeSignal 按观测粒度、许可状态、身份连接和证据完整度决定来源能否参与模型；目录覆盖、国家先验和模型估计不会冒充学校或专业的直接事实。

观测与先验分开

CWTS 与经精确 ROR 连接的 OpenAlex 提供机构研究观测；World Bank 与 UNESCO UIS 仅提供国家、地区或全球先验。ROR 与 Crossref 只负责身份或书目链路，不提供数值分数。

估计必须标明

OfS NSS 只在有效身份、样本、抑制与口径检查后成为直接特征。当前学校层面直接观测为 46/500；专业层面直接目标粒度观测为 0/3,593，因此专业值不能写成直接调查事实。

许可未决保持隔离

Discover Uni 课程目录的仓库许可记录仍有冲突，评分复用门槛未通过；日本 MEXT 名录未声明批量再分发条款；住房来源组的公司许可声明尚未独立核验。这些项目不纳入上面的“可商用许可已明确”清单。

MODEL · BOUNDARIES

A source can exist without entering a score

DegreeSignal decides whether a source can enter a model from its observation grain, licence status, identity link, and evidence completeness. Directory coverage, country priors, and model estimates do not masquerade as direct institution or subject facts.

Observations stay separate from priors

CWTS and exact-ROR-linked OpenAlex records provide institution research observations. World Bank and UNESCO UIS provide country, region, or global priors only. ROR and Crossref provide identity or bibliographic lineage and no numeric score.

Estimates remain labelled

OfS NSS becomes a direct feature only after identity, sample, suppression, and construct checks. Current direct coverage is 46/500 at institution level and 0/3,593 at target-subject grain, so subject values cannot be presented as direct survey facts.

Unresolved permissions stay isolated

Repository records conflict on the Discover Uni course-directory licence and the rating-reuse gate has not passed; the Japanese MEXT directory states no bulk-redistribution terms; and the company-supplied permission statement for housing source groups has not been independently reviewed. These are excluded from the matrix of clearly reusable sources above.
